Preparation Steps
- Prepare Rice Paper: Fill a shallow dish with warm water and dip a rice paper sheet for 10-15 seconds, then pat dry.
- Mix Ingredients: In a mixing bowl, combine scallions, soy sauce, rice vinegar, sesame oil, chili flakes, and sugar; stir until combined.
- Cook Pancakes: Heat a non-stick skillet and add a light drizzle of oil. Place a rice paper layer, add the scallion mixture, and cover with another layer. Cook for 3-4 minutes.
- Flip and Cook Through: Carefully flip the pancake and cook for an additional 3-4 minutes until golden brown.
